What the official figures show

  • The official house price index rose 8.6% year on year in the second quarter of 2026. New-build prices rose 12.4% and resale prices 8.6% over the same period. These are historical figures from the State Statistical Committee, published by the Central Bank. They are not a forecast.
  • The index is built from prices reported by the property market, not from registered sale prices. We explain this so the figure is not misread.
  • The rent component of consumer prices rose 7.4% year on year in June 2026, according to the Central Bank. This measures change, not the level of rent.

What is being built

  1. Baku General Plan 2040was approved on 30 December 2023. It sets the long-term framework for how the capital develops.
  2. The Baku to Guba toll roadopened on 20 October 2023, shortening the drive to the northern mountain region.
  3. Lachin International Airportopened on 28 May 2025, adding to the airports that serve the regions.
  4. Baku Metrothe Asian Infrastructure Investment Bank approved financing on 6 February 2026 for the first phase of a metro modernisation project, including depots.

Timing note: the official period for state registration is up to 10 working days after the notary submits the contract, which can be extended by up to 5 working days if a survey is needed.

Before you buy, what do we check?

This is the part most buyers never see, and the part that protects them most. We check the property against official records and what we see on site. Then we give you a written verdict. Sometimes the right verdict is: do not proceed.

The eight areas we check

  1. TitleThe registry extract in the seller's name, and that it matches the address, area and registry numbers. The history of how the seller acquired it.
  2. RestrictionsMortgages, arrests, prohibitions and other restrictions on the register, re-checked by the notary on the day of signing. Public court portals where available. A search that finds nothing does not prove there is no dispute.
  3. People and consentsThe seller's identity, co-owners, the spouse's notarised consent, and any power of attorney.
  4. OccupancyWho is registered at the address, who lives there now, and a written undertaking to deregister before handover.
  5. The propertyRegistered area and layout against what is actually there. Alterations. Condition.
  6. Utilities and chargesUnpaid electricity, gas and water bills, and building service charges.
  7. New-build statusConstruction permit, the builder's identity, and whether the building has the permit it needs before individual titles can be issued.
  8. MoneyContract price, payment route by bank transfer, and anything that looks irregular.

What the law allows us to see: registry information on a property is issued only to the owner or someone they authorise. So the seller provides the extract, and the notary checks restrictions online at signing. We never use unofficial routes to records.

How we grade what we find

Every line of our report carries one of these labels, so you always know how solid it is.

The five possible verdicts

Some findings always mean do not proceed: the seller cannot show title in their own name, an arrest or prohibition is still on the register, a required consent is missing at signing, a new building has no construction permit, cash is demanded through an intermediary, or someone asks you to understate the price in the contract.

Our independence

When you engage us to check a property, we take no commission from the seller, the developer or their agent on that transaction. If we have any relationship with the seller, we tell you in writing before you engage us. If that relationship is a paid mandate on the same property, we decline the check and refer you to an independent lawyer.

Buying a new-build apartment

New developments can be attractive. They also carry risks that are specific to Azerbaijan, and we look at them directly.

  1. Title comes later. For buildings completed after 2013, individual ownership can be registered only once the building has its commissioning documents. Until then, a buyer usually holds a contract, not a registered title.
  2. Check the permit. Construction projects appear on the public register of construction objects. We check that the permit exists and that the builder named on it is the one selling to you.
  3. Payment plans need care. We found no statutory escrow for home purchases. Staged payments to a developer before completion are a contractual risk, so the contract terms matter.
  4. Service charges. Ask for building management terms in writing before you sign.
  5. Handover. A snagging inspection, a signed defects list, and meter readings on the day.

Buying a resale property

Most apartments change hands on the resale market. The checks are different from a new build, and just as important.

  • Title in the seller's name, with a recent registry extract.
  • Spouse and co-owner consents, notarised.
  • Registered residents: adults registered at the address must give notarised consent, and deregistration should happen before payment or handover.
  • Utility debts: cleared before the accounts can move to you.
  • Furniture and fittings: a photographed inventory attached to the handover record.
  • Condition: alterations compared with the technical passport.

Buying from abroad

Many of our clients do not live in Azerbaijan. You can complete much of the journey from home, with a team on the ground here.

We do not rank neighbourhoods as best or worst. The right place depends on how you will use the property. Here is how we think about the main areas.

What is changing around this property?

Before you buy, it helps to know what is around a property today and what is planned. For a property you are considering, we can research:

We report each item with its source and its status: completed, under construction, approved or announced. We never turn a plan into a promise about value.

What you can own, and what you can lease

This is the question we are asked most, and the answer is precise.

  • The land under a houseNo.A foreign owner of a house cannot own the land under it; it is normally held on lease. A lawyer confirms the arrangement in writing for each property.

  • Land received by inheritance or giftIt must be sold or transferred within one year.

On company structures: you may read that land can be owned through a local company with foreign shareholders. The legal position on this is not settled, and we do not present it as a route. Any structure is reviewed by a licensed lawyer, case by case.

On lease terms: a lease term is agreed between the parties, and leases longer than 11 months are registered. You may see claims of a fixed "99-year lease". We have not found that rule in the law, so we do not repeat it.

Property and residence: the accurate version

Owning property in Azerbaijan can be relevant to residence. It does not give residence automatically.

How it works

At the time of our check (27 September 2026)

  • The State Migration Service lists ownership of real estate in Azerbaijan worth at least AZN 100,000 as one of the grounds on which a foreign national may apply for a temporary residence permit.
  • The value is shown with the ownership record and a valuation report from a person lawfully carrying out valuation.
  • A temporary permit is issued for up to one year at first, and can then be extended.
  • Family members do not receive a permit automatically with the owner. Each applies on their own grounds.
  • The Migration Code also lists real estate worth at least AZN 200,000 as a ground for permanent residence, after at least two years of temporary residence.
  • There is no route to citizenship through property.

The decision is the authority's, and the rules can change. The Migration Code was amended in July 2026, so we confirm the current conditions before any purchase is linked to a residence plan. We never describe a purchase as "residence by investment" or a "golden visa".

Every cost, in its own box

We keep five kinds of cost separate, always. Nothing is hidden inside an "all inclusive" figure.

  1. Property priceagreed with the seller and written in the notarial contract.

Payments go to the right party. The purchase price goes from you to the seller by bank transfer. Professional and supplier fees go to them. We never ask you to route the purchase price through us.

What the rules say, at a glance

  • Under the Law on Tourism, a hotel has at least 11 rooms. Accommodation operators must be entered in the tourism register and register guests electronically. Rural tourism is a recognised category.
  • The government approved a State Programme for Tourism Development 2026 to 2030 on 20 August 2026. It instructs a review of the tourism law and of tourism investment incentives in the coming months. We check the current position for every project.

Demand context

Azerbaijan received about 2.63 million foreign visitors in 2024, according to the State Statistical Committee. In 2024, Baku accounted for about 61% of hotel nights, followed by regions including Khachmaz, Naftalan, Qusar and Gabala. These are past figures, not forecasts.

Government support: what exists, and what to check

Several official programmes support investment in Azerbaijan. Each has its own rules, and approval is never automatic. We help you understand which might apply and who decides.

Investment Promotion Document

Administered by
Ministry of Economy.
What it can offer
for seven years, a 50% reduction in profit or income tax, exemption from property and land tax, and exemption from customs duty and VAT on imported machinery and equipment.
How it works

Who may qualify

Frequently asked questions

Buying and ownership

Can foreigners buy property in Azerbaijan?

Yes. Foreign nationals and foreign companies can own apartments, houses and other buildings. Land is different: it can be held on lease, not owned.

Can foreigners own land?

No. Foreign individuals and foreign companies may hold land on lease only. Land that a foreigner receives by inheritance or gift must be sold or transferred within one year.

Can I buy an apartment?

Yes. An apartment can be bought and registered in a foreign national's name.

Can I buy a villa or house?

You can own the house. The land under it cannot be owned by a foreign buyer and is normally held on lease instead. Who grants the lease, the rent and the term are not set by a standard procedure, so a lawyer must confirm them in writing for each property before you pay anything.

How is ownership registered?

The sale contract is signed before a notary, who sends it for state registration. Ownership passes on registration. The official registration period is up to 10 working days from submission.

How are payments made?

By bank transfer from you to the seller, in line with the notarial contract. We recommend never paying cash through an intermediary. We never receive the purchase price.

Can ALVERA find a property for me?

Yes. We search the market around your brief, prepare a shortlist and arrange viewings. We are not tied to one developer's stock.

Can I buy a new-build apartment before completion?

You can, but you usually hold a contract rather than a registered title until the building has its commissioning documents. We check the construction permit and the contract terms carefully.

Checks and remote buying

What does due diligence include?

Title, restrictions, consents, registered residents, the property itself, utility debts, new-build permits and the payment route, with a written verdict.

Can you inspect a property for me remotely?

Yes. We visit in person and share live video, photos and our observations. Technical inspections are carried out by qualified professionals where needed.

Can I buy without visiting Azerbaijan?

Often, through a representative with a notarised power of attorney. A power of attorney signed abroad normally needs an apostille or consular legalisation, and the notary decides whether it is acceptable. We tell you early which steps need you in person.

Do you take commission from sellers?

Not when you engage us to check a property. In that case we take no seller or developer commission on the transaction, and we disclose any relationship in writing.

Residence

Does buying property give me residence?

Not automatically. At the time of our check, real estate worth at least AZN 100,000 is one of the grounds on which a foreign national may apply for temporary residence. The State Migration Service decides.

What property qualifies for the residence ground?

Real estate in Azerbaijan worth at least AZN 100,000, shown with the ownership record and a valuation report from a person lawfully carrying out valuation. Whether shared, company-held, off-plan or mortgaged property counts is not settled, so we check each case.

Can my family be included?

Family members do not receive a permit automatically with the owner. Each applies on their own grounds. We coordinate the documents; the authority decides.

Does property lead to permanent residence or citizenship?

The Migration Code lists real estate worth at least AZN 200,000 as a ground for permanent residence after at least two years of temporary residence. There is no route to citizenship through property.

Property management

Do you manage rental properties?

Yes. We coordinate tenant placement, rent monitoring, maintenance, checks and owner reporting for long-term lets.

Can you find tenants?

Yes. We coordinate marketing, viewings, candidate information and the lease. You choose the tenant. We do not guarantee a tenant or a rent level.

Where is the rent paid?

Directly into your own bank account. We monitor, follow up, reconcile and report.

Do you hold client money?

No. We do not hold rent, deposits or purchase money.

Can you look after an empty home?

Yes. Scheduled watch visits with dated photos, meter readings, leak and security observations, and preparation before you arrive.

Can you coordinate repairs?

Yes. We get quotes, you approve, a qualified provider does the work, and we check the result. You pay the provider directly.

Do you manage short-term or holiday rentals?

Not at this stage. Short-term letting raises separate tax and registration questions, and it is not part of our current management service.

Do you pay my property taxes?

No. We coordinate your property-related tax and compliance process with the appropriate professionals and keep you informed of the actions required. You or your adviser make the filings and payments.

Can you help me sell or hand over my property later?

Yes. We coordinate the preparation, the documents and the handover with the agent and notary you choose.

Land, agriculture and tourism

Can foreigners buy agricultural land?

No. Agricultural land can be leased by foreign nationals and foreign companies for farming and processing.

Can I lease agricultural land?

Yes. Land may be leased from the state, a municipality or a private owner. Municipal land is normally leased or sold through open auctions or competitions, with some exceptions set by law. Lease terms and registration need legal review.

Can I buy a greenhouse or a farm business?

Buildings and business assets can generally be acquired, but the land can only be held on lease, not owned. Whether structures such as greenhouses are allowed on that land is checked for each plot. We coordinate due diligence on the lease, water, permits and structures with licensed professionals.

Can I invest in cottages or guesthouses?

You can buy suitable buildings. Operating them as guest accommodation depends on tourism classification, registration and business rules, which we help you check before you buy.

What government support exists for tourism projects?

Programmes include the Investment Promotion Document and concessional loans through the Azerbaijan Business Development Fund. A new tourism programme for 2026 to 2030 is being implemented. Eligibility is decided case by case by the authorities.

Can ALVERA build a hotel?

No. We can help with orientation and, by agreement, feasibility and site coordination. Design, permits and construction are carried out by licensed professionals and contractors who contract with you directly.

Who handles architecture and engineering?

Licensed architects and engineers, contracted by you. We can coordinate between them and you.

It depends on the service. Our fee is agreed in writing before we start and is always separate from the property price, official fees, professional fees and supplier costs.
