Why students consider Azerbaijan
No study destination is right for everyone, and we do not present Azerbaijan that way. It does, however, offer a combination worth considering: a structured higher-education system aligned with the European framework, programmes in several languages, a growing international student community and a lively capital on the western shore of the Caspian Sea where day-to-day life is manageable for students arriving from abroad.

A clearly structured system
Higher education has three levels: bachelor's, master's and doctorate. In medicine, basic medical education sits at bachelor's level and residency (specialist training) at master's level.

A European-style credit framework
Azerbaijan joined the Bologna Process in 2005 and uses an ECTS-type credit system of around 60 credits per academic year.

Several languages of instruction
Programmes are offered in Azerbaijani, English, Russian and Turkish. That does not mean every subject is available in every language: the language is set programme by programme and university by university, and we confirm it with you before anything else.

Studying medicine is a decision that shapes many years, so we treat it with particular care. In Azerbaijan, basic medical education sits at bachelor's level and officially lasts five to six years; residency (specialist training) follows at postgraduate level.

How does admission work?
Under Azerbaijan Medical University's published rules, the documents are reviewed first, an online interview follows, and the applicant is then placed either on the foundation course or directly into the first year. We prepare the file with you and coordinate each of these steps.
The foundation course
The university runs a foundation course lasting several months. It begins with the language of instruction, moves on to physics, chemistry and biology, and ends with a test. It helps students who need to strengthen their language or science base before the first year.

Industries are changing quickly. A good technical programme does not promise a particular job; it builds analytical and technical ability that a student can keep developing throughout a career. Azerbaijan offers a wide range of such programmes, and many of them are taught in English at universities that admit international students.

Information security is taught at bachelor's level at Baku Higher Oil School, Khazar University, Azerbaijan State Oil and Industry University, Baku Engineering University, Azerbaijan Technical University (which has a dedicated cybersecurity department) and Azerbaijan State University of Economics; several also offer master's specialisations in cybersecurity.

Baku offers business students a range of options, some taught entirely in English and others in several languages.
Azerbaijan State University of Economics (UNEC): English-taught bachelor's programmes in finance, accounting, economics, business management, and international trade and logistics, alongside marketing and management in Azerbaijani, Russian and Turkish. UNEC's International School of Economics teaches in English and holds ACCA accreditation.
ADA University: BBA, economics and finance at bachelor's level; MBA and MBA in Finance; most programmes taught in English.
Baku Higher Oil School: BBA and MBA in English.
Azerbaijan State Oil and Industry University: English-taught programmes in business management, economics and marketing, and an MBA.
Khazar University: business and international relations programmes in English.
What to check: the language of the specific programme (groups within one subject may be taught in different languages), mathematics requirements and any work-experience requirement for master's programmes.
Azerbaijan University of Architecture and Construction: architecture, with direct entry or entry through a preparatory faculty for international students; English is available for certain specialities.

Admission requirements: what is constant and what varies
There is no single list of requirements that applies to every university. Requirements vary by:
the university itself;
the programme (medicine differs from business administration, for example);
the level (bachelor's, master's, doctorate, preparatory year);
the applicant's background and the country that issued their certificate;
the academic year and intake.
What we usually see
The right certificate for the level: a school-leaving certificate for bachelor's study, a first degree for a master's, together with transcripts.
Language of instruction: the university checks the applicant's command of the language of instruction. Some accept IELTS or TOEFL in place of their own test; others hold an interview or a test.
Interview or test: many universities hold an interview, in person or online, which may include questions on subjects related to the programme.
Passport validity: some universities require the passport to remain valid for a set period after studies begin.
Programme-specific requirements: a portfolio for architecture and design, a performance for the arts or work experience for some master's programmes.

Apostille or consular legalisation
Azerbaijan has been a party to the Hague Apostille Convention since 2 March 2005. If your country is also a party, an apostille from the competent authority at home is usually enough. If it is not, the documents need consular legalisation through an Azerbaijani embassy or consulate.
Recognition of qualifications in Azerbaijan
Recognition of foreign qualifications in Azerbaijan is handled by the Education Quality Assurance Agency (TKTA), the national ENIC-NARIC centre, and applications are made online. Some universities require recognition for master's or doctoral programmes; we check this case by case.

Key dates: each university sets its own application deadlines, often weeks before the academic year begins. The national rules set 30 September as the final date for admitting international students at all levels except preparatory programmes. The four layers

Scholarships: what actually exists
Heydar Aliyev International Education Grant Programme
A government programme offering 100 grants a year to citizens of member states of the Organisation of Islamic Cooperation, the Non-Aligned Movement, small island developing states, and countries with particular ties to Azerbaijan. It covers tuition (including language preparation), an annual return flight, a monthly allowance, health insurance, and the visa and residence permit. Nominations go through government bodies in the student's country. The 2026/27 cycle has closed; dates for the next cycle are announced officially.
Intergovernmental scholarships
Azerbaijan has education agreements with a number of countries, including China, Kazakhstan, Hungary, Kyrgyzstan, Romania, Somalia and Uzbekistan, administered through official bodies in the student's country.
University awards
Some universities offer their own awards, such as ADA University's Alimardan bay Topchubashov International Fellowship for admitted international students.
Recognition is not a simple yes-or-no question
Many families ask, "Is the degree recognised?" The accurate answer is that recognition is not a general property of a degree; it is a decision taken by a specific authority for a specific purpose. It may depend on:
The deciding body is the competent authority in the country where the graduate will continue studying or practise their profession.
the institution that awarded the degree
the programme itself: its length and language
the profession, especially regulated professions such as medicine, engineering and law
the student's home country
the country where they will later work or study
the licensing authority in that country
Useful context
Azerbaijan has been part of the Bologna Process since 2005, and its national recognition body within the ENIC-NARIC network is the Education Quality Assurance Agency (TKTA).
In regulated professions, medicine above all, checks usually happen case by case: the programme, its length, the internship and the licensing examination in your country.

Student visa, residence and address registration
This is an overview drawn from official sources. At every stage the decision belongs to the competent authority; our role is to coordinate, prepare and keep track of dates.

Admission or invitation letter (university)
after admission, the university issues what is needed to invite the student.

Study visa (consulate)
a "science or education" visa exists for study, and the university's invitation is sent through the Consular Department of the Ministry of Foreign Affairs. Requirements and fees vary by nationality and where you apply. The e-visa is intended for short visits (single entry, stay of up to 30 days, no right to paid work).

Arrival and address registration (State Migration Service)
if you are staying for more than 15 days, your place of stay must be registered within 15 days of arrival, by you or your host, and there is no state fee.
full-time study is an accepted ground for a temporary residence permit. The first permit is issued for up to one year and renewed while you study. It requires a signed and stamped letter from the university and a medical certificate, and the student applies in person or through a legal representative.

the rules require proof of lawful residence to be given to the university within 90 days of admission being completed.
Student life in Baku
Studying is not only about the lecture hall. Baku is a large city that combines a walled Old City, pedestrian streets, a long seafront boulevard on the Caspian and a daily rhythm that students tend to settle into quickly.
Getting around
The Baku Metro is one of the main ways of getting between districts and to many universities. You pay with a BakıKart card or a QR ticket; a single journey has cost AZN 0.60 since 1 October 2025, according to the Ministry of Digital Development and Transport.
Food and everyday life
The local cuisine is generous and varied, and the city has restaurants and shops to suit different tastes and dietary needs. In the first few days, we help students find everyday essentials near their housing and university.
Campus and study environment
Universities run orientation activities for new students, and several have dedicated international student support centres. English-medium universities have a noticeably international atmosphere.
Languages in daily life
Azerbaijani is the official language, Russian is widely heard in the city, and English is present at international universities and among young people. A few phrases of Azerbaijani make everyday life much easier.
Culture
The Old City (Icherisheher), museums, parks and a lively music scene give students plenty to explore beyond their studies.
Practical settling in
A local SIM card, a bank account where needed, the route to the university and nearby health services: the practical details that matter most in the first weeks. We arrange them with the student step by step.
Accommodation: realistic options for every stage
University housing
Several universities have student housing, including Azerbaijan Medical University (several hostels with rooms for two or three students) and Baku Higher Oil School (on-campus student housing), among others. Places are limited, rules differ, and a place in university housing cannot be guaranteed.
Private student residences
Some universities point students to private student residences near campus, with furnished rooms and shared facilities.
A private flat
For students who value privacy or are on a long programme. We search, inspect and review the lease terms before anything is signed.
Shared accommodation
A flat shared by two or more students: a practical way to reduce costs while keeping independence.
Family accommodation & long stays
When family members accompany the student at the start, or plan to visit regularly, we arrange suitable accommodation for the length of stay.

Frequently asked questions
Eligibility & choosing a programme
Who can apply to study in Azerbaijan as an international student?
International applicants are admitted under national rules for foreign students, and each university assesses the application against its own requirements. These vary by level, programme and the country that issued your certificate, so we review your profile before suggesting any option.
Which degree levels are available, and how long do they take?
A bachelor's degree normally takes 4–5 years, basic medical education 5–6 years, a master's 1.5–2 years and a PhD 3 years full-time. A preparatory year may come first if needed.
Can I study in English or Russian?
Yes, on many programmes. Programmes are taught in Azerbaijani, English, Russian and Turkish, but availability differs by programme and university.
How do I choose the right university?
Start with the student, not the university name: background, field, language, the country where they will later work, and budget. After that, comparing universities makes sense. See "Choosing your path". →
How does the application work with ALVERA?
We review your profile, confirm the current requirements for the programmes you choose, prepare the documents with you and coordinate the application and follow-up. The admission decision belongs to the university.
Language & preparation
Do I need a preparatory year?
It depends on your level in the language of instruction and your science base. Many universities offer preparatory programmes lasting from a few months to a full academic year.
Are there programmes taught in Russian?
Yes. Several state universities teach groups in Russian, and the Baku branches of Lomonosov Moscow State University and Sechenov University teach in Russian. We check the group language for each programme.
Do I need IELTS or TOEFL?
For English-taught programmes, the university checks your level of English. Some accept IELTS or TOEFL in place of their own test or interview, and the required score differs from one university to another.
Documents
Which documents are usually required?
The national rules list an application form; your previous education certificate with grades, apostilled or consular-legalised, with a notarised translation into Azerbaijani; a health certificate; a valid passport; and a language certificate if you have one. A university may ask for more.
What is an apostille, and when do I need consular legalisation?
An apostille certifies a document for use in countries that are party to the Hague Convention; Azerbaijan has been a party since 2005. If your country is not a party, you need consular legalisation through an Azerbaijani embassy or consulate.
Does my qualification need to be recognised in Azerbaijan?
Recognition of foreign qualifications is handled by the Education Quality Assurance Agency (TKTA). Some universities require recognition for master's or doctoral programmes, and we check this case by case.
Medicine
Which medical programmes are available?
At Azerbaijan Medical University: General Medicine, Dentistry, Pharmacy and Public Health, plus residency and postgraduate study. The Sechenov University Baku Branch teaches General Medicine in Russian.
How long does medicine take?
Basic medical education officially lasts 5–6 years; at Azerbaijan Medical University, General Medicine takes 6 years, Dentistry 5 and Pharmacy 4.
Can I study medicine in English?
Yes. Azerbaijan Medical University teaches in Azerbaijani, Russian and English. A foundation course may be required depending on the student's level.
Will my medical degree be recognised in my country?
That decision belongs to the competent authority in the country where you will practise. Many health regulators require primary-source verification of the degree and a licensing examination, and some set conditions on programme length, language and internship. Also check that the school is listed in the World Directory of Medical Schools. We do not guarantee recognition. →
Can ALVERA GLOBAL guarantee a place at a medical university?
No. Admission is the university's decision alone. What we provide is a correctly prepared file, organised follow-up and a clear picture of the requirements.
Other pathways
Can I study artificial intelligence in Azerbaijan?
Yes, mainly at master's level: the MSc Data Sciences and Artificial Intelligence at French-Azerbaijani University, and specialisations in artificial intelligence and machine learning at Baku Engineering University. At bachelor's level there are programmes in computer science and data analytics.
Can I do a master's degree?
Yes. English-taught master's programmes are available in fields including computing, data, engineering, business and diplomacy, usually lasting one and a half to two years.
Can I transfer from another university?
Only if the receiving university accepts the transfer; subjects and credits are assessed case by case. We prepare the file with you and present it to suitable universities.

Can a family member accompany the student?
Family members can visit, and we arrange their housing and transport. Any long-term stay for a family member has its own grounds and conditions, decided by the authorities, and we check these case by case.

No. We are an independent advisory company and not an official representative of any university unless this is stated explicitly and documented. We have no privileged access to any university, and the admission decision is always the university's.
